Eugene is a licensed attorney.Mr. Eugene has experience with state law and regulations regarding a variety of regulated industries including oil and gas, carbon sequestration, renewable energy and utilities.Mr. Eugene completed the interconnect agreement for a major wind farm in the state and helps renewable energy developers navigate the Texas Tax Code to receive valuable tax incentives.Mr. Eugene is skilled in legislative drafting and is responsible for state legislation and rules overseeing carbon reductions through geologic storage.
